Ambassadors in China and Japan agree adve ay

that initiative in arranging refugee

zone should be taken by private organ-

isations, who should themselves, in

consultation with H. Consul-General at

Canton, approach the Kuangtung Government

to set aside a suitable site whien-trey-

wist agree to demilitarised in all

respects. I presume that the further

the site is away from Hong Kong border

the better it will be from the Colony's

point of view.

It will be obvious that such

assurances/as to genuine demilitarisation

of area nich Japanese Government may be

expected to require must depend upon good

faith
